The opening of Switzerands first railway line from Baden to Zurich, known as the “Spanischbrödlibahn”, and the construction of the “Kursaal” with a wide range of entertainment (now the Grand Casino) brought about a further upswing in the baths’ fortunes.

Then the First World War put an end to the scintilating spa activities of the Belle Époque, and after the Second World War the spa town of Baden focused more on medical services and rehabilitation. Visitor numbers declined, and by the end of the 20th century the baths were facing a crisis. The redesign and reopening of the thermal baths in 2021 has once again created a meeting pace and visitor attraction. The Gift of Nature

Nature has generously gifted the Hissar region. The favourable climate and warm mineral waters have attracted people’s attention to these places since ancient times. In 293, Emperor Diocletian declared the domain around the Hissar mineral springs a city named Diocletianopolis. The city was laid out according to all the rules of Roman landscaping with the characteristic Hippodamian plan of Roman cities: wide streets intersecting at right angles, a water-supply system for cold drinking water and for cooling the warm mineral water in the Roman baths, symmetrically located architectural ensembles with regular internally proportional solutions, stable strengthening system. In the 5th and 6th centuries, the Roman city of Diocletianopolis was at its peak. Then it grew beyond the fortress walls. In the travel guide of the ancient author Hierocles from 528, it is mentioned that during that period Diocletianopolis was the third largest city in the province of Thrace after the cities of Philippopolis (present-day Plovdiv) and Beroe (present-day Stara Zagora). Thanks to the healing properties of mineral water, early Christianity found a favorable ground for the spread of the new ideology. The healing properties of the mineral springs were attributed to the new healing God – Christ. All the old pagan temples and sanctuaries were destroyed, and new Christian basilicas were erected in their place. A total of 10 early Christian basilicas were discovered in the area of the town of Hissarya. In the diocese lists of the 7th to the 10th centuries, which reflect an earlier period of the life of the late Roman Empire, Diocletianopolis was indicated as one of the episcopal seats subordinate to the Metropolitan of Philippopolis.

The Start of a Development

After the Liberation from the Turkish yoke in 1878, development of new houses, villas and hotels gradually started in the village of Hisaar. This development proved disastrous for
the Roman fortress wall and the ancient buildings. They were turned into a natural quarry for stones and bricks needed for the new construction. For the protection of the unique archaeological heritage of the village of Hissar, in 1933, an archaeological society was created under the chairmanship of the local patriot General Todor Markov.
In 1957, the museum collection grew into a state museum, which in 1967 was specialized as Archaeological. In 1957, the village of Hissar was declared a resort of national importance,
and in 1964 – a city with the official name – Hissarya.

The Fortress Wall

Archaeological excavations carried out in Diocletianopolis show that the town was surrounded by a strong fortress wall that was built during the time of the Roman emperor Diocletian. The fortress wall has the shape of an irregular quadrangle and surrounds a space of 30 hectares. With its fully preserved 2,327-meter-long wall, the Hissar fortress is the best-preserved ancient fortress from the 3rd to the 4th century, not only in Bulgaria, but also in Eastern Europe!
The fortress wall of Diocletianopolis was equipped with 44 battle towers protruding outward from the wall. All towers were rectangular except the southeast one, which was fan-shaped, and the northeast one, which was octagonal on a circular base. The towers had three floors.

The Southern Gate

The southern gate is of the greatest interest. Architecturally, this gate stands closest to the Golden Gate of Constantinople (Istanbul) and the Golden Gate of Diocletian’s Palace in Split. With a complex system of two-level battlements spread over two levels, fortress towers at the top and an inner gallery ensuring rapid manoeuverability of the fighters, the southern gate represents the highest stage in the development of Roman fortification. It is unique in its nature – architecturally, it combines the elements of practical unconquerability and original volumetric plasticity and decoration!
These features are successfully represented by the conservation project implemented in 2023, which gives solidity to the entire architectural ensemble. The natural materials used are in congruity with the ancient Roman construction technology, giving an authentic look to the gate and hiding previous unsuccessful restoration repairs. The new archaeological research on the southern fortress gate of Diocletianopolis has established that, in this form, it was built later than the other three gates.
Nowadays, in its original form, which has reached us after manifold attacks, fires and destruction, the southern gate has become a symbol of the city of Hissarya. Lovingly called by the local people “The Camels”, it is a favourite photo spot for tourists who come here from nearby and distant corners of the world.

The Mineral Springs

In antiquity, as well as today, mineral springs are some of the liveliest places. Many people gather around them, sipping with delight and gratitude from the healing gift. The Roman thermae of Diocletianopolis are the only “working” ancient baths in Bulgaria! This is a magnificent archaeological site from the 2nd century, which clearly shows the path of the mineral water from the springs down the aqueducts and the pools to the drainage canals.
For convenience, the thermae are divided into two parts – eastern and western. The premises discovered in 1935 by Dimitar Tsonchev are in the western part. The eastern part of the complex has been the subject of research since 1993. Several large premises have been revealed: two caldariums with pools, two tepidariums, two vestibules and a large part of the water and sewage system of the thermae.
The analysis of the results of the archaeological studies of the thermae established three stages of their construction. Their construction probably began in the middle of the 2nd century. Since then, they have also performed the function of a nimpheum (sanctuary of the nymphs). Within a short period, in the second half of the 2nd century, the thermae were expanded in the eastern direction. Then the three adjacent premises were built, one of which functioned as a caldarium, with three pools in it. This extension necessitated an alteration of the entrances to the originally built caldarium No. 1, the eastern entrance having been completely walled up.
In the 4th century, the thermae were also expanded to the west, being supplied with hot water from two other mineral springs spouting in this place. At the same time, the thermaе were also expanded in a southern direction, where parts of the walls of a large, still unexplored premise were uncovered.
Thus, in the 4th century, the thermal complex of the Roman city of Diocletianopolis already covered an area of about 0.3 ha. The mineral water in the thermae was used very effectively, both for treatment and hygiene, as well as for heating. The findings – beautiful marble cornices with acanthus leaves, votive plaques of graces or dancing nymphs, altars with consecratory
inscriptions and lights, also provide information about the presence of a sanctuary of nymphs in the bath.

Historic Discoveries

During the clearing of some sectors of the thermae over the years, the following were found: a marble lion’s head for a fountain, part of a marble step, a marble votive plaque of the three nymphs and several bronze coins.
The lion’s head is made very precisely. On its front, the characteristic features of the lion are presented in detail. The mouth is shaped like an opening with an almost rectangular section through which the water passed. Probably, the head was installed at the outlet of the aqueduct that led the mineral water to the pool in one of the caldariums of the thermae.
The two votive plaques of the three nymphs and the numismatic material discovered during the excavations are of essential importance for the dating of the thermae. One votive plaque has a well-preserved dedicatory inscription in Greek. On it, the nymphs are represented naked (gracias) and are mentioned as patrons of trees (dryads): ”To the nymphs, patrons of trees, Severus, son of Ammonius, dedicated a gift of thanksgiving”. The palaeographic features of the inscription give reason to date the votive plaque in the second half of the 2nd century.
The second votive plaque of the nymphs, found again during the excavations of the Roman thermae, dates from the first half of the 2nd century. On it, the deities are represented dressed, holding hands (dancing nymphs) with the text: ”Flavia Chione, daughter of Menemachus, (consecrated) tribute to the Mistresses Nymphs”. It can be assumed that the sanctuary of the nymphs was located in the premise with the pools, in which the healing water procedures were carried out, as a result of which people were cured of their ailments, and as a sign of gratitude to the health-giving deities and nymphs, they left various votive gifts.
During the implementation of the project “The ancient city of Diocletianopolis – the pearl of the province of Thrace for balneotherapy in the Roman Empire”, funded under Operational Program “Regions in growth” 2014-2020 of the Hissarya Municipality for conservation and restoration works and exposure of the Roman thermae, rescue archaeological excavations were carried out, and two water supply galleries were discovered in the northern part of the thermae.

One of these, which also served as a drainage canal, collected the water outside the thermae, passed under the northern end wall and, through drainage clay pipes, carried the rainwater from the vaulted roof into the sewer. The second gallery, to be found for the first time in such structures, used to be a mineral water aqueduct that carried the water from the spring to the pool rooms.
In front of the outer western façade of the building, a rectangular marble plinth was discovered, on which a plaque with an inscription in Greek was mounted. From the preserved text it can be assumed that it was a dedication to the nymphs by a grateful man who had returned from afar to his homeland. The inscription dates from the middle of the 2nd century and, in combination with the building to which it belongs, shows that it had a cult purpose and preceded the construction of the thermae.
In the space on the west side of the thermae, a huge rectangular room and a pool, lined with marble, were discovered. A massive marble slab with an inscription in Greek was found in the northern part of the pool. The text of the inscription reveals that the construction of the thermae was completed in 153, when the governor of the province of Thrace was Gaius Gallonius Fronton, who ruled the province at the time of Emperor Antoninus Pius.
The newly discovered archaeological structures in the Roman thermae have a high scientific and exhibition value. For the first time, a Sanctuary of the nymphs was recorded, built immediately next to the catchment of the mineral spring and it preceded the construction of the thermae. For the first time, a completely preserved water supply gallery for transmission of the
mineral water from the spring to the premises was discovered. On the western side, a previously unknown room was revealed, which in its original form shone with its marble lining. The significance of these discoveries is further enhanced by the epigraphical monuments found at the site. They are a huge contribution from the development of the Roman settlement at the
Hissarya mineral springs from the 2nd century, when it was declared animperial possession even before it became a city.

In December 2025 the former RDA Resort Development Agency Georgia merged with Georgian National Tourism Administration, making it the successor as EHTTA Associate Member. LEPL Resorts Development Agency (RDA) is a legal entity of public law operating within the system of the Ministry of Economy and Sustainable Development of Georgia. It was founded on 20 June 2022 in accordance with Resolution №329 of the Government of Georgia “On Foundation of the Legal Entity of Public Law – Resorts Development Agency.”

The Agency serves the following objectives:

Develop resorts, resort sites and tourist attractions;
Study tourist locations, including cultural, historical, recreational and/or other places and facilities, in order to promote the comprehensive development of resorts and resort sites; cooperate with the relevant agencies for the purpose of development and promotion of resorts and resort sites;
Help attract investment;
Facilitate the organisation of mass-participation sports and sporting/recreational events at resorts and resort sites; cooperate with the relevant agencies for this purpose.

In light of the dynamics of tourism growth in Georgia in recent years, the diverse natural, cultural and climatic conditions favourable for tourism in different regions of the country, as well as, the need for effective coordination between different levels of government and different agencies in the process of utilising these opportunities, the Government of Georgia established LEPL Resorts Development Agency.

The role of RDA

The RDA plays a vital role in the development of thermal towns, resorts, and resort destinations. The agency has conducted thorough studies on the current state of all thermal destinations in the country. For resorts with high development potential, RDA has prepared detailed feasibility studies and is working on a six-year development strategy.

Additionally, it is formulating resort-specific legislation to ensure sustainable development, align growth with modern trends, and protect thermal heritage.

The agency also actively promotes Georgia’s thermal resorts both domestically and internationally, organizing international conferences.

The Mission

The Agency sees its mission in ensuring that Georgian citizens, domestic and international visitors and tourists receive healthcare, leisure and recreational services at resorts that meet international standards… the country’s balneological resorts and destinations surrounding the historical monuments become internationally known, driving local and international tourism… create internationally competitive, international-scale, all-year resorts that will benefit businesses and residents alike, creating additional jobs and economic growth. On the one hand, such resorts will provide economic and social benefits, and on the other hand, they will respect the principles of sustainable development – the environment and natural resources shall be protected, and development shall be carried out harmoniously.

The thermal resorts and destinations feasibility studies developed by RDA

Tskaltubo is located in western Georgia in the Tskaltubo municipality, Imereti region. Tskaltubo borders the city of Kutaisi, which is the third biggest city in Georgia, after Tbilisi and Batumi. The city of Tskaltubo is a historical spa destination, the main attraction point of Tskaltubo is the natural radon water sources, which has special physiochemical haracteristics, as well as unique medicinal characteristics, used to treat different ailments. Tskaltubo Central Park is balneological resort. There was conducted feasibility study of Tskaltubo park and the concept of development thermal waters.

Nasakirali – Thermal resort

Nasakirali resort is located in Guria region, in the western part of the country. Nasakirali is situated in only 10 km away from Ozurgeti, regional center of Guria and around 35 km away from Black Sea shores. The village is situated around 100 meters above the sea level. The winter is mild, mostly without snowfall, summer is hot and humid. As Nasakirali is a balneological resort, there was conducted laboratory analysis of mineral water and an investment proposal was prepared with the development concept and best scenario of Nasakirali resort.

Kvereti – Thermal-Climate resort

Kvereti resort is located in Sachkhere municipality, Imereti region, on the southern slope of the Racha ridge and the left slope of Chikhura river gorge. Kvereti is a balneo-climatic resort, there was conducted feasibility study and laboratory analysis of mineral water. The investment land plots, which are located in the vicinity of the mentioned balneological resorts and waters, have already been searched and selected.

Amaghleba – Thermal resort

Amaghleba resort is located in the region of Imereti, Vani Municipality, on the left bank of the Rioni river, approximately 12 km away from the city of Vani. Village Amaghleba is a balneological resort of local significance, due to its thermal water resources. There was conducted technical feasibility study and laboratory analysis of mineral water. The development concept, including best scenario and cost-benefits analyses were developed.

Zvare – Balneo-Climate resorts

Zvare resort is located in Kharagauli Municipality, Imereti region, in the mountain front of the Likhi (Surami) Ridge, 750-800 m above sea level, 198 km away from Tbilisi and 65 km away from Kutaisi, in a mountainous and hypsometrically located territory at the elevation of 285-2642 m. The relief of Zvare is mountainous. The territory is dominated by medium and steep slopes. Terrace slopes of river valleys are also observed. Zvare is a balneo-climatic resort, there was conducted feasibility study and laboratory analysis of mineral water. The development concept, including best scenario and cost-benefits analyses were developed.

Zekari – Balneo-Climate resorts

Zekari resort is situated in the north of Imereti, Baghdati Municipality, on the northern slope of the Meskheti (Ajara-Imereti) Ridge (the Lesser Caucasus System), in the valley of Kershaveti river which is a tributary of Khanistskali river. The resort is elevated at 750-780 m above sea level. Zekari is a balneo-climatic resort, there was conducted feasibility study and laboratory analysis of mineral water. c

Pansheti – Climate-Balneological resorts

Pansheti resort is situated in Kazbegi Municipality, in the region of Mtskheta-Mtianeti. Pansheti is located at an altitude of 1,790 meters above sea level, near the left bank of the Tergi River. Pansheti is a climate-balneological resort, there was conducted laboratory analysis of mineral water and prepared an investment proposal. The development concept, including best scenario and cost-benefits analyses were developed.

Tsaishi – Balneological resort

The Tsaishi resort is located in Zugdidi municipality, in 10 km from the center, in the northwestern part of the Kolkheti lowland, on the bank of the Jumi river. Tsaishi is a balneological resort and there was conducted feasibility study and laboratory analysis of mineral water. The development concept, including best scenario and cost-benefits analyses were developed.

Menji – Balneological resort

Menji is located in Senaki municipality, Samegrelo-Zemo Svaneti region, The territory surrounding Menji resort includes the Kolkheti plain and the foothills. The hilly area of the foothills is covered with forests. The Senaki municipality extends from the edges of the Rioni River and stretches on both slopes of Unagira mountain. According to the features of the terrain, it is divided into northern and southern parts. There was conducted feasibility study and laboratory analysis of mineral water. The development concept, including best scenario and cost-benefits analyses were developed.

Uraveli – Balneo-Climate resort

Uraveli resort is situated in Akhaltsikhe municipality of Samtskhe-Javakheti region, in Uraveli valley. The site is located at 1,250 meters above sea level, approximately 1.5 km away from the center of Uraveli village. Uraveli is a balneo-climate resort characterized by cold winters and moderately warm summers, there was conducted feasibility study and laboratory analysis of mineral water. The development concept, including best scenario and cost-benefits analyses were developed.

Lakbe Reservoir

Lakbe reservoir is located in Gurjaani municipality, Kakheti region, Construction of the reservoir in river Lakbe gorge, by damming of river Lakbe, started in the 80s of the last century for the reclamation purposes. Lakbe is rich with volcanic mud used for treatment. A feasibility study and laboratory analysis were conducted. The development concept, including the best scenario and cost-benefit analyses, was developed.

Heretiskari

Heretiskari is located in the Lagodekhi municipality of the Kakheti region. On its territory the thermal-mineral water (borehole N13) of Heretiskari is located. It’s worth noting that during the Soviet Union period, there were 22 baths situated on this territory, all collectively supplied by a reservoir with a total capacity of 50 tons There was conducted an investment proposal. The development concept, including the best scenario and cost-benefit analyses, was developed.

Tetri Tsklebi

Tetri Tsklebi is located in Telavi municipality (Kakheti region), on the northeastern slope of Gombori ridge, 20 km from the city of Telavi, and 6 km from Gombori pass at an average of 1390 m above sea level. A feasibility study and laboratory analysis were conducted. The development concept, including the best scenario and cost-benefit analyses, was developed.

Bursa is a City of History

Bursa, which has 8,500 years of history, contains many artefacts from the Bithynian, Roman, Byzantine, Seljuk and Ottoman periods. Bursa, which is the first capital of the Ottoman Empire, was declared as the 998th World Heritage Site by UNESCO in 2014 with the ‘Bursa and Cumalıkızık Birth of the Ottoman Empire’ certificate with the urbanisation model created in the city by the Ottoman Empire. Legend has it that the medicinal spring of Rogaška was created by Apollonius, the Sun God, who ordered Pegasus, the winged horse, to strike the earth between Rogatec and Sv. Križ, thus revealing the Roitschocrene spring. This mystical spring is believed to possess miraculous properties, helping people regain their health for centuries.

The first owner of the springs was the parish of the nearby village Sveti Križ, with written records dating back to 1141. In the 17th century, the water gained popularity when Count Petar Zrinski promoted its healing powers. Emperor Charles VI played a significant role in the distribution and sale rights of the water, leading to its widespread popularity.

In the early 19th century, Count Ferdinand Attems initiated a major campaign for the purchase of land around the Rogaška springs to develop a modern, provincial-run spa. By 1869, Rogaška water became the third most sold worldwide water, and it even won a prize at the World’s Columbian Exposition in Chicago in 1893.

Since then, tourism has been the major player in the area's development. Several hotels were built in the period of rapid growth between 1840 and 1860, and the new railway line Vienna-Trieste (1857) made the resorts more accessible.

Today, Rogaška Slatina continues to enchant visitors with its thermal baths, historic architecture, cultural events, and industrial facilities related to thermal products. The town’s landscape is adorned with elements such as gardens, parks, promenades, greenhouses, prospect towers, farmlands, woods, hills, mountains, rivers, lakes, and coasts. Visitors can explore natural protected areas or historical cultural sites like Zdraviliški Park, Hill Janina, Hill Bellevue, Tržaški Hill, Cvetlini Hill, Ivanov Hill, Krajinski Park Bo, Arboretum Bo, View Tower Janina, View Tower Bo, Tower Crystal, Three Ponds, and the Cacti Pavilion.

Named after the ancient Roman settlement of Ad Fontes, which means “the source” Donat water is believed to have been prized by emperors and aristocrats for its purported healing virtues.

Remnants of 14 Roman bath buildings can be found throughout the area, with Aquae Passeris, Paliano, and Bullicame being the most significant. These thermal springs have been mentioned by well-known figures such as Vitruvio, Strabone, Tibullo, Simmaco, Marziale, and Scribonio Largo, physician to the emperor Tiberio.

One of the most remarkable thermal structures in Viterbo is “Il bagno del Papa,” a personal thermal retreat built by Pope Niccolò V in 1450. Designed by the famous architect Bernardo Rossellino, this beautifully decorated building was later modernized by Pope Pio II. The influence of Viterbo’s thermal springs can even be found in Dante Alighieri’s Divine Comedy, where he mentions them seven times. Viterbo’s thermal resources have different compositions and temperatures, allowing you to relax and enjoy their therapeutic benefits. Most resources offer hyperthermal sulfur, bicarbonate, sulfate, alkaline-earth, and fluorinated waters. These waters have a wide range of temperatures from 30 to 63 Celsius degrees. Some of them content tritium, that suggests an isotopic age of the water between 35 and 45 years.
